Mr. Cuddy is Special Counsel in the law firm of Cuddy & McCarthy, LLP, having been one of the original founding partners of Simons, Cuddy & Friedman, LLP in 1981.  His practice concentrates in the areas of education law, personnel and civil rights litigation.  He is a graduate of the University of Virginia School of Law, which he attended after receiving his B.A. (with distinction) from the same university.

After being admitted to the practice of law in Virginia in 1968, he moved to Santa Fe where he served as law clerk to two justices of the New Mexico Supreme Court.  He was admitted to the New Mexico Bar in 1970.  After serving as an Assistant Attorney General, Mr. Cuddy became General Counsel at the New Mexico State Department of Education prior to entering private practice in 1974.  Mr. Cuddy is rated "AV" by the Martindale-Hubbell Law Directory and is listed in Who's Who in American Law.  He was the founding President of the New Mexico Association of School Board Attorneys and has served on the Board of Directors of the National School Boards Association's Council of School Attorneys.

Mr. Cuddy has been active in professional associations, including the State Bar of New Mexico, the American Bar Association and the First Judicial District Bar Association.  He served as the first Chairman of the Public Advocacy (now the Public Law) Section of the State Bar of New Mexico.  After serving as a Bar Commissioner, Mr. Cuddy served as Secretary-Treasurer, Vice-President, President-Elect and President of the State Bar of New Mexico.  He also served as a member and then Chairman of the IOLTA Grants Committee.  He is a member and Charter Fellow of the New Mexico State Bar Foundation.

Mr. Cuddy is admitted to practice before all state courts of New Mexico, the United States District Court for the District of New Mexico, the United States Court of Appeals for the Tenth Circuit, the United States Court of Claims and the United States Supreme Court.

Mr. Cuddy served as visiting professor of school law in the University of New Mexico College of Education.  He has authored several articles for the NSBA Council of School Attorneys and has been a frequent lecturer in education law, personnel law, and civil rights law in the public sector, and has been involved in much of the significant reported education and civil rights litigation in New Mexico. His current practice largely involves representation of public education entities in New Mexico.
